Flying a Flag or Ensign should not be relevant. One vessel may not board another without an invitation, unless the crew and/or ship are in distress. But there is no International Marine Police Force to take charge in International Waters, should one vessel decide to board another.

The short answer is no, but how is this policed? At sea, possession is almost ten tenths of the Law.

Most disputes involving shipping will involve the Insurers of the ship, the cargo and lastly the crew. Modern pirates effectively hold all three to ransom, demanding suitcases of cash, gold, diamonds etc.

Once the International Community captures a pirate, especially in International Waters, who takes responsibility for their trial or imprisonment? Traditionally, pirates tended to receive instant justice at sea, it was deemed efficient justice.

Yes agreed, but there needs to be some method for removing those "elevated" as a reward for incompetence/deceit/lying.

Easy: copy Blair Creature - change law and remove right to vote in HoL & be in Gov't

As with suspension, Tesla taking weight saving and cost cutting too far whilst not paying for strength/longevity. Bikers replace steel bolts with titanium; Al wheels with Mg.

imho fractured suspension arms due to Al alloy too thin and not enough Mn in AlSiMgMn alloy.

May did manage to deport Cap'n Hook in the face of protracted opposition by the human rights parasite lawyers. Her boss Dave, of course, backtracked on doing anything to loosen the absurd human rights laws that made such deportations so difficult.

So yes you could make a rule that UK/EU docks won't accept any ships powered by bunker fuel
but then you are dependent on nearby 3rd party countries like Morocco/Turkey/Russia not just becoming staging posts

And I wonder if such countries could buy up cheap bunker fuel and burn it onshore to create hydrogen fuel cells to power
I'm betting you could with filter tech burn bunker fuel cleanly in a power station.

In many ways, yes it is!

A Country can have rules for ships owned/registered in that same country. A country can "police" shipping in its own National Water, and refuse entry to ships considered dangerous, a liability etc. A country can refuse to allow a ship to leave a harbour.

"Stopping/intercepting/searching" any ship in International Waters risks a Diplomatict Incident. Hence:

was the Belgrano sunk in a warzone?

ships smuggling drugs across the Atlantic are not intercepted until they reach Territorial Waters

Greenpeace et al exploit this for their (always filmed) publicity stunts, but may not try it on with Putin again!

"deaths at sea" even if not deemed suspicious by anyone on board, still need to be "Certified" by someone. It is one thing for a cruise liner or freighter, but can be very difficult for shorthanded yachts and the deceased's families and legal executors

there is no doubt that IT WAS accepted practice to dump rubbish at sea, including oily wastes and other chemicals. It does still happen. A slick of toxins washed up on the English Channel Coast, MAY have been dumped by a ship still in view, but it may have been dumped many days previously, and hundreds of miles away.

There are so many financial incentives for ship owners to Register their ships in Countries with the least onerous Laws.
