Can we add France to Germany among the EU countries whose GHG emissions are likely to increase rather than decrease, despite the EU's commitment to a 40% reduction by 2030? What will they do to achieve their target when the UK leaves?

Colour me cynical but this is just virtue-signalling. He says "up to 17" which leaves plenty of wriggle room. Obviously this will include a number due for closure by 2025, or sooner, as they reach the end of their design lives. There may be others which will be due for major refurbishment and upgrade so they could decide to save the funds and close them too. Interesting that 2025 is just beyond his term of office......
The elephant in the room is the question of how long it will take for reality to bite them in the derriere.

yeh right cos when theres an accidental leakage's much easier to clean up the sea than clean up land !
